About this opportunity

The State of Indiana Department of Natural Resources, Fish & Wildlife Division is issuing a Request for Quotation (RFQ) for the procurement of water control structures to address deterioration at Black Pond in Johnson County. The project requires the supply, delivery, and installation of two complete aluminum water control structures, each consisting of a 36-inch diameter, 14-foot tall aluminum riser with inlet/outlet stubs, an 18-inch aluminum culvert, 20 stop logs, pick hooks, and a beaver deterrent cage-style excluder. Bidders must provide pricing for three line items: the aluminum water control structures (quantity 2), delivery to the Tri-County Fish and Wildlife Area in Syracuse, Indiana, and concrete base installation consisting of two 5-foot by 5-foot slabs, 12 inches thick with rebar. The project objective is to replace the non-functional water control structure to prevent damage to the associated levee and loss of wetland habitat. All quoted prices must be submitted on an F.O.B. destination basis, must be inclusive of all applicable charges, shipping, reconditioning, installation, and labor, and must remain valid for thirty calendar days following the May 8, 2026, 10:00 a.m. EDT response deadline. Responses must be submitted directly to Kathy Evans at kmevans@dnr.in.gov or via fax to 317-972-3275, and all questions regarding the procurement must be submitted at least seven calendar days prior to the response due date.

Indiana state procurement preferences apply to this solicitation, including mandatory compliance with U.S. manufactured product requirements, Indiana business preference, Indiana manufactured preference, small business preference, and recycled content product preferences. Minority and Women's Business Enterprise (MWBE) subcontractor participation goals are established at 8% for minority participation and 11% for women participation, with an additional Indiana Veteran Owned Small Business Enterprise (IVOSB) goal of 3%. All contractors must comply with drug-free workplace certification, employment eligibility verification through E-Verify, nondiscrimination requirements, and all applicable federal, state, and local laws. Responses exceeding $75,000 require manual signatures and cannot be submitted by fax. The bid documents do not specify a total contract award value; however, the comprehensive nature of the procurement—including equipment, delivery, and installation services—suggests a substantial project cost. All payments will be processed through direct deposit authorization via electronic funds transfer to a designated financial institution, and the state reserves the right to terminate the contract for convenience with thirty days' notice or to cancel if funding is not appropriated.
