About this opportunity
Gwinnett County Board of Commissioners is requesting sealed bids for glass hauling services on a multi-year contract (BL120-26), with bids due September 4, 2026 at 2:50 p.m. and public opening at 3:00 p.m. the same day. Firms currently on the Gwinnett County ineligible source list are barred from submitting.
The scope covers pickup and transport of recyclable glass from 13 Gwinnett County parks and recreational facilities to Strategic Materials, Inc. in College Park, Georgia, with estimated annual hauls ranging from two to twenty-one per location and approximately six tons of glass per load. Bidders must provide pricing for base hauling services, contaminated hauls (per haul and per ton for disposal), delayed hauls (per trip), and repairs or maintenance (per trip). All labor, equipment, maintenance, and operating costs are the service provider's responsibility; pricing must remain firm for the initial contract term and be quoted to two decimal places.
The initial contract term runs through December 31, 2027, with automatic renewal for up to a total of five years unless terminated by the County. Services commence December 18, 2026, or upon award. Award goes to the lowest responsive and responsible bidder, though the County reserves the right to contract with multiple service providers.
Bidders must be authorized as commercial solid waste or recovered-materials haulers in Georgia, maintain all required permits and licenses, demonstrate sufficient local resources within one hour of Gwinnett County, and provide proof of vehicle registration and insurance meeting Georgia Department of Transportation requirements. Two years of Federal Motor Carrier Safety Administration company safety profiles are required. Insurance must include commercial general liability, automobile liability, workers' compensation, and umbrella coverage with specified limits and additional insured requirements. Submissions must include an E-Verify affidavit, Code of Ethics affidavit, and references demonstrating similar project experience.
