About this opportunity

Gwinnett County Board of Commissioners is requesting bids for bunker gear maintenance and repair services supporting the Department of Fire and Emergency Services on an annual contract with four one-year renewal options, with bids due September 14, 2026 at 2:50 p.m. (extended from September 7 via Addendum #1). Firms on the Gwinnett County ineligible source list are prohibited from submitting bids.

Bidders must be certified Independent Service Providers third-party verified to perform advanced cleaning, inspection, and repair of structural firefighting protective ensembles and must hold manufacturer certifications from Globe Manufacturing Co., Tencate, Caldura SL2, Kombat Flex, and Gore products. The scope covers approximately 1,500 sets of bunker gear with 92 line items including advanced inspection, cleaning, decontamination with barcode tracking, and repair services (patching, stitching, zipper and trim replacement, velcro installation) compliant with NFPA 1851-2020. Addendum #2 extends the gear return timeframe from five to ten business days from pickup and removes the prior requirement for two-hour on-scene emergency response with replacement gear; vendors must respond to all service requests within 24 hours via phone or email. All repaired garments must be tagged as "NFPA compliant" with documentation; non-serviceable gear requires disposition documentation only.

Vendors must provide firm pricing for the initial one-year term with percentage increases or decreases for four renewal options stated separately with explanations. Commercial General Liability insurance of $500,000 per occurrence, Auto Liability of $500,000, and Umbrella Liability of $1,000,000 are required, with carriers rated A-5 or higher by A.M. Best. Vendors must establish a web-based record-keeping system providing the County secure internet access and must include pickup and delivery services with all shipping fees in repair costs. Bids must include third-party verification certificates, references, Contractor Affidavit and Agreement, Code of Ethics Affidavit, and proof of insurance. Questions are due by 3:00 p.m. on August 24, 2026. Physical bid submittals only are accepted.
