About this opportunity
Gwinnett County's Board of Commissioners is soliciting competitive sealed bids for the purchase and installation of six commercial batting cages at Lenora Park for the Department of Parks & Recreation under solicitation number BL059-26. The project requires contractors to install batting cages measuring 65 feet long by 14 feet wide by 12 feet tall, with two cages positioned between Fields #5 and #6 and four cages behind the center field fence at Field #1. All cages must be constructed using NOVA30 netting with sewn rope perimeter and 1.75-inch square netting, include door flap entries, protective padding with Bulletz screen panels, framing systems, and surfacing consisting of M10 aggregate base and 36-ounce 5mm padded turf in green with clay-colored hitting insert, along with pressure-treated timber wood borders featuring 6-inch by 12-inch cross-sections and 12-inch diameter by 36-inch deep concrete footings at 3,500 PSI. Contractors must submit a single lump sum price covering all labor, materials, travel costs, site protection, temporary barricades, and restoration of disturbed areas, with all work to be completed by October 15, 2026. Sealed bids are due by 2:50 P.M. on March 26, 2026, at the Gwinnett County Financial Services Purchasing Division, 75 Langley Drive, Lawrenceville, Georgia 30046, with virtual bid opening at 3:00 P.M. on the same date. A mandatory pre-bid conference is scheduled for 10:00 A.M. on March 11, 2026, at Lenora Park Baseball Complex. Questions must be directed to Jake Scarpone, Purchasing Associate II, by 3:00 P.M. on March 13, 2026. Award will be made to the lowest responsive and responsible bidder, and contractors must submit at least three professional references demonstrating successful completion of similar projects within the past five years and provide a minimum one-year warranty on all labor and materials.
Contractors must meet specific insurance requirements including Commercial General Liability of $2,000,000 minimum, Automobile Liability of $1,000,000, Workers Compensation at Georgia statutory limits, and Umbrella/Excess Liability coverage with limits determined by contract value, with all insurers carrying an A.M. Best rating of A-7 or higher and authorized to do business in Georgia. Firms currently on the Gwinnett County ineligible source list are prohibited from submitting bids, and all contractors must comply with E-Verify requirements, provide a Code of Ethics affidavit, and maintain a valid Gwinnett County occupation tax certificate if applicable. Contractors must acknowledge receipt of Addendum #1 on page 7 of bid documents and return it with their bid submission, as failure to do so may render the bid non-responsive. Gwinnett County will be responsible for removing existing cage systems, clearing overgrowth, and performing all sitework and grading prior to contractor installation, with expected slopes of 1 to 2 inches and specific attention to slope and drainage challenges. No substitutions are permitted without prior written approval from Gwinnett County. The solicitation documents do not specify a budget or award value, with pricing determined solely by competitive sealed bid submission.
