About this opportunity

Gwinnett County's Department of Parks and Recreation is soliciting competitive sealed bids for a comprehensive swimming pool maintenance and repair contract covering five year-round aquatic centers, seven seasonal pools, and two interactive fountains. The procurement (BL054-25) seeks a qualified contractor to provide ongoing maintenance services with an initial one-year contract term and four potential one-year renewal options. Specific service requirements include repair and maintenance of pool equipment such as filtration systems, pumps, motors, underwater lights, and chemical control systems, with strict adherence to Americans with Disabilities Act (ADA) and Virginia Graham Baker Act (VGB) standards. Contractors must possess National Swimming Pool Foundation (NSPF) or Association of Pool & Spa Professionals (APSP) certifications and demonstrate extensive commercial pool maintenance experience. The bid is due on May 5, 2025, at 2:50 PM local time, with a public bid opening scheduled for 3:00 PM, and bidders are required to submit hourly rates for service technicians, laborers, and administrative coordination.

The solicitation includes specific restrictions, notably that firms on the Gwinnett County ineligible source list are prohibited from submitting bids, even if automatically notified of the opportunity. A $20,000 allowance is provided for replacement parts, with vendors required to specify a markup percentage not exceeding 10%. The county reserves the right to award the contract to the lowest responsive and responsible bidder, with flexibility to split or award the entire contract as deemed most advantageous. Bidders must provide detailed documentation of work performed and demonstrate capability to handle both standard maintenance and emergency repairs. While specific set-aside designations are not explicitly mentioned, the procurement appears open to qualified commercial pool maintenance contractors who can meet the technical and certification requirements. The solicitation suggests a preference for contractors with comprehensive capabilities in pool system maintenance, repair, and regulatory compliance.
