About this opportunity
Gwinnett County Board of Commissioners is soliciting competitive sealed bids for an annual contract to purchase swimming pool chemicals for the Department of Parks & Recreation. The procurement seeks qualified suppliers to provide and deliver various pool maintenance chemicals, including algaecide, calcium chloride, cyanuric acid, muriatic acid, and other essential pool treatment products to multiple county pool facilities. Bids are due by 2:50 PM local time on February 7, 2025, with a public bid opening at 3:00 PM, and potential vendors must submit questions to Jake Scarpone by January 28, 2025. The contract includes an initial term with four additional one-year renewal options, and will be awarded to the lowest responsive and responsible bidder. Delivery requirements mandate that suppliers fulfill orders within 48 hours during business hours (9 AM to 5 PM, Monday-Friday) to various year-round and seasonal pool locations throughout Gwinnett County. Vendors must include all delivery costs, including hazardous material fees and unloading equipment, within their product pricing, and no minimum order requirements are permitted.
The solicitation contains specific restrictions regarding vendor eligibility, explicitly prohibiting submissions from firms currently on the Gwinnett County ineligible source list. During the period of debarment or suspension, vendors are not allowed to submit offers, quotes, bids, or proposals, even if automatically distributed. While no specific set-aside designations for disadvantaged enterprises are mentioned, the county reserves the right to split awards or award the entire contract to a single vendor. Pricing must remain firm for the initial contract term, with vendors able to propose percentage increases or decreases for subsequent renewal periods. Although a specific budget range is not disclosed, the comprehensive nature of the chemical procurement suggests a potentially significant annual expenditure for pool maintenance across multiple county facilities. The county's detailed delivery location requirements and restrictions on truck sizes and manual chemical transport indicate a complex logistical framework for the successful vendor.
