About this opportunity
The City of Urbana in Champaign County, Illinois, is seeking qualified contractors for the Bituminous Surface Treatment Project 2024 (Section 24-00683-00-SC), a road infrastructure improvement initiative. The project involves constructing a bituminous surface treatment (A-1) covering approximately 83,812 square yards across multiple city streets, utilizing crushed steel slag aggregate with CA 16 gradation and emulsified asphalt. Contractors must source all materials from Illinois Department of Transportation (IDOT)-approved vendors and are responsible for guaranteeing material compatibility and providing evidence of materials inspection. The bid was released on July 19, 2024, with questions accepted until July 29, 2024, and proposals due by August 5, 2024, at 2:00 PM through the City of Urbana's Procurement Portal. Evaluation criteria include compliance with technical specifications, material quality, pricing, and adherence to IDOT standards, with proposals to be publicly opened via a RingCentral Video meeting on the response deadline.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly detailed in the procurement documents. The project will be funded through Local Motor Fuel Tax (MFT) funds, with contractors required to provide a proposal guaranty and bid bond representing 5% of the total bid price. While no incumbent vendors were mentioned, the project specifications mandate that winning contractors must enter into a formal contract within 15 days of award, provide performance surety, and furnish required insurance coverage. The project requires completion within 15 working days and involves applying approximately 29,334 gallons of high float performance (HFP) emulsified asphalt and 964 tons of crushed steel slag. Although specific budget ranges were not provided, contractors must comply with prevailing wage rates for Champaign County and follow standard specifications for road and bridge construction adopted as of January 1, 2022, with supplemental specifications dated January 1, 2024.
