About this opportunity

The California Correctional Training and Rehabilitation Authority (CALCTRA) is requesting bids for BIT inspections and emergency roadside assistance services at California State Prison Solano in Vacaville under IFB S13962610, with bids due October 7, 2026 at 3:00 p.m. Pacific Time. No set-asides or statutory preferences apply.

The scope requires 90-day California Highway Patrol Basic Inspection of Terminals services for 18 tractors and/or trailers, including documented inspections of brake systems, steering, suspension, tires, and wheels; on-call emergency roadside truck and trailer repair services available within two hours of request; and on-site services Monday through Friday, 8:00 a.m. to 3:00 p.m., except state holidays. The contractor's place of business must be located within 75 miles of the prison facility. The contractor furnishes all labor, materials, supplies, equipment, insurance, and transportation; must provide original equipment manufacturer-grade automotive parts with minimum 90-day warranties; and must bill parts and labor on separate invoices executed on CALCTRA purchase orders. Mileage reimbursement is limited to the CalHR-established rate, and towing is reimbursed on a dollar-for-dollar basis with documentation.

The contract term is two years with an optional one-year extension. The anticipated start date is November 15, 2026. Award will be made on a best value basis considering cost, past performance, and experience. Contractors must demonstrate four years of experience with similar services and provide three professional references from projects completed within the last three years. Commercial general liability, workers' compensation, and automotive liability insurance are required, with the State of California named as additional insured. Bidders must submit hourly labor rates for inspections, emergency roadside assistance rates, and mileage reimbursement details on CALCTRA's cost sheet. Invoices must be submitted within 60 days of service completion with detailed statements of work performed and purchase order numbers; invoices received after 60 days will be denied. Gate clearance, tuberculosis testing, and compliance with facility security provisions are mandatory prior to commencing work.
