About this opportunity
The Florida Fish and Wildlife Conservation Commission (FWC) is seeking competitive bids for the Bird Island Restoration project located in Brevard County, specifically at Claude Edge Front St Park in Melbourne, Florida. The procurement involves comprehensive coastal restoration work, including removing existing failed oyster walls, dredging approximately 2,700 square feet and 180 cubic yards of soil from the southwest side of the island, and placing approximately 156 cubic yards of fill across 6,028 square feet on the northeast side. The project requires installing six limestone boulder and bedding stone oyster reefs along the northeast side and planting ten 25-gallon red mangroves within the fill area. Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz, possess a current State Contractor license, and be a Licensed General or Specialty Marine Contractor certified in Florida or registered in Brevard County. A mandatory pre-bid conference is scheduled for November 4, 2025, at 11:00 AM ET, with written questions due by November 7, 2025, at 5:00 PM ET. Sealed bids must be submitted by November 19, 2025, at 3:00 PM ET, with an anticipated award date of November 24, 2025.
The solicitation encourages diversity in subcontracting and references the State of Florida Mentor Protege Program for minority, women, and veteran-owned business enterprises. Contractors must maintain a local office within 300 road miles of the project site and perform no less than 15% of the construction work with their own employees. All subcontractors must be listed with the bid and meet applicable state licensing requirements. The project has an estimated budget of $170,000 and requires a bid guarantee of not less than 5% of the total bid amount for bids exceeding $100,000. Contractors must furnish a 100% Performance Bond and 100% Labor and Material Payment Bond. The contract period is forty (40) calendar days from the Notice to Proceed with Construction or until February 15, 2026, whichever occurs first, with an additional ten (10) calendar days for Final Completion. Liquidated damages are set at $100 per calendar day for substantial completion delays. Notably, the project must comply with Build America, Buy America (BABA) requirements, as state funds are used for federal match, and all electronic submittals, weekly construction logs, and as-built drawings in AutoCAD 2016 format must be provided upon substantial completion.
