About this opportunity

Clackamas County, on behalf of Clackamas Water Environment Services (WES), is soliciting proposals through Request for Proposals #2026-09 to procure biosolids hauling services for the transportation of dewatered Class B biosolids with 18-23% total solids from the Tri-City and Kellogg Creek Wastewater Treatment Plants to agricultural application sites and landfills. The service requires approximately seven truck and pup trailer trips per week to manage approximately 7,000 wet tons annually from Tri-City plant and 5,000 wet tons from Kellogg Creek plant, with an anticipated two percent annual increase in hauling volume. Biosolids are currently applied to fields in Sherman County with potential summer and fall expansion to the Willamette Valley. Contractors must supply all equipment and labor, including truck and pup dump trucks and front-end loaders for loading operations, and must develop and implement a comprehensive Spill Prevention and Response Plan approved by WES prior to commencing work. Proposals will be evaluated based on proposer qualifications (0-30 points), scope of work approach (0-45 points), and fees (0-25 points), with pricing submitted on a fixed fee basis per wet ton. The contract term is five years with an optional five-year renewal period. The deadline for submitting clarifying questions is March 18, 2026 at 5:00 p.m. Pacific Time, an optional facility walk-through is scheduled for March 11, 2026 at 10:00 a.m. Pacific Standard Time at 15941 S. Agnes Ave, Oregon City, OR 97045, and proposals are due electronically via Bid Locker by March 25, 2026 at 2:00 p.m. Pacific Time. Proposals are limited to 20 pages and must include references from at least three clients served within the past three years.

There are no stated set-aside designations or restrictions on the types of organizations that can respond to this procurement. The current incumbent contractor is Denali Water Solution LLC, which charges $37.18 per wet ton for hauling to landfills and $38.08 per wet ton for hauling and land application in Sherman County. Contractors must maintain applicable insurance including Commercial General Liability, Professional Liability, Automobile Liability, and Pollution Liability, each with minimum coverage of $1,000,000 per occurrence. Work hours are generally Monday through Friday between 6:00 a.m. and 3:30 p.m., with emergency availability required outside standard hours. The contract is not subject to prevailing wage requirements as it constitutes a service rather than a public improvement. The estimated annual compensation is approximately $500,000 based on current volumes and pricing, though actual contract value will depend on final pricing submissions and actual biosolids production volumes. A separate RFP for land application services was to be issued no later than February 25, 2026.
