About this opportunity
The Rensselaer County Sewer District No. 1 (RCSD) is seeking a qualified contractor to manage its Bio-Solids Management Program through a Request for Proposal (RFP) for the comprehensive removal, transportation, and beneficial reuse of dried, Class A bio-solids from its Wastewater Treatment Plant in Troy, New York. The procurement specifically requires the selected contractor to handle 100 percent of the daily bio-solids production, estimated at 2,000 wet tons (approximately 4,000 cubic yards) annually, with a solids content greater than 90 percent. Key deliverables include obtaining all necessary permits, conducting laboratory analyses, and implementing approved reuse methods such as agricultural land application or topsoil production. A mandatory pre-proposal meeting is scheduled for November 5, 2025, at the treatment plant, with final proposals due by December 5, 2025. The contract is anticipated to be structured for either a three-year or five-year term, with potential two-year extension options at RCSD's discretion, and will require the contractor to manage all aspects of bio-solids loading, transportation, and documentation.
No specific set-aside designations or restrictions on respondent types were explicitly mentioned in the procurement documents. The RFP indicates that RCSD will not provide development capital or public financing, expecting the contractor to develop an economically feasible reuse methodology. The bid form includes pricing options per wet ton and incorporates a fuel adjuster mechanism allowing monthly adjustments based on diesel fuel prices, with no surcharge if fuel remains at or below $4.00 per gallon. While a specific budget range was not definitively stated, the annual volume of 2,000 wet tons suggests a potentially significant contract value. The RCSD will continue to monitor bio-solids quality and provide analytical data, with the expectation that the selected contractor will manage the reuse program compliantly and professionally. Interested vendors should carefully review the complete RFP documentation, particularly Appendix 1 and 2, to understand the full scope of requirements and expectations for this bio-solids management contract.

The annual production of dried, Class A bio-solids is expected to be approximately 2,000 wet tons (wT), or 4,000 cubic yards (CY), at a solids content greater than 90 percent. Annual production may vary. Bio-solids reuse shall be by application to agricultural lands, as a component in the production of topsoil, or by other approved off-site reuse methods.
