About this opportunity

The City of Durango in La Plata County, Colorado, has issued a Request for Information (RFI) for a Bike Share Program, seeking comprehensive input from vendors to develop a pilot e-bike sharing system planned for launch in January 2026. The procurement aims to enhance the city's sustainability and accessibility-focused transportation efforts by implementing a bike share program that will help fill first-mile/last-mile transit gaps, reduce vehicle emissions, and provide additional sustainable travel options. The city is specifically interested in a docked bike system with an e-bike-only model, targeting an initial fleet of 40-100 e-bikes. Vendors are required to provide detailed information on system feasibility, deployment strategies, seasonal operations, balancing and geofencing techniques, technological requirements, marketing approaches, and cost structures. The RFI is structured to gather comprehensive vendor insights that will inform a future Request for Proposal (RFP), with responses due by October 14, 2025, at 3:00 p.m. local time through the Rocky Mountain Bid System. Qualified vendors with experience in bike share program operations and maintenance are invited to participate, with the city seeking extensive feedback to align the program with Durango's Sustainability Plan and Multimodal Transportation Plan.

While no specific set-aside designations or restrictions on respondent types were explicitly mentioned, the RFI demonstrates a strong interest in understanding how potential operators can serve underserved populations and create an inclusive transportation solution. The city is particularly interested in vendors' approaches to pricing models, adaptive equipment options, public partner cost-sharing, and the financial sustainability of the program. Although no incumbent vendors were identified, the RFI suggests the city is open to innovative solutions that can integrate with existing transportation infrastructure. While a specific budget range was not disclosed, the procurement indicates the city is committed to investing in a pilot program that could potentially transition into a long-term bike share system. Vendors are expected to provide comprehensive cost estimates and financial models that will assist the city in budgetary planning for fiscal year 2026, with the ultimate goal of creating a viable and community-responsive bike share program that meets Durango's transportation and sustainability objectives.

Opportunity text

The City's objective is to enhance the City's sustainability and accessibility-focused transportation efforts. This Request for Information (RFI) is intended to collect company information and to understand options for bike share delivery models. Any price estimates provided in this RFI will also assist the City in budgetary and planning purposes for fiscal year 2026. This RFI represents a unique opportunity to provide input that may help shape a future Request for Proposal (RFP). We invite all qualified vendors and others with experience and expertise in operations and maintenance of a bike share program and related services to provide information on potential bike share system options. The initial bike share system would operate through a pilot program and, from there, decide the feasibility and community responsiveness for a long-term program.
