About this opportunity
The Kentucky Commission on Human Rights (KCHR) has issued a Request for Proposal (RFP) for forensic accounting services, seeking qualified individuals and organizations to conduct a comprehensive financial investigation. The primary objectives include uncovering potential fraud, identifying financial anomalies, and evaluating organizational control deficiencies related to Commission funds. Investigations must be conducted in strict accordance with Generally Accepted Accounting Principles and Government Auditing Standards. Proposals are due by 4:30 p.m. Eastern Time on May 6, 2020, with an anticipated contract term from June 1, 2020, through June 30, 2020. The evaluation process will be comprehensive, assessing technical qualifications (worth 200 points) and cost (200 points), with potential for up to 50 additional points through oral presentations. Technical evaluation criteria will specifically examine detailed experience in accounting investigations for public agencies and the professional qualifications and certifications of proposed staff.
The solicitation allows for potential contract renewal for up to two additional one-year periods, subject to approval by the Finance and Administration Cabinet Secretary and the Legislative Research Commission Government Contract Review Committee. Bidders must comply with statutory requirements, including registration with the Kentucky Secretary of State for foreign entities and submission of required affidavits regarding ethics, collusion, and tax law compliance. Kentucky resident bidders and qualified bidders may receive reciprocal or preferential scoring. The contract is classified as a personal service contract governed by KRS Chapter 45A and other applicable Kentucky statutes. The KCHR operates with an annual budget of approximately $2,000,000, funded through the Commonwealth General Fund, the U.S. Department of Housing and Urban Development, and the U.S. Equal Employment Opportunity Commission. The Commonwealth reserves the right to reject any or all proposals, request best and final offers, negotiate compensation, and conduct discussions with offerors. Contractors will be required to provide an all-inclusive hourly rate for forensic accounting services.
