About this opportunity

The City of Philadelphia is soliciting bids on tick pullers plus identification cards as a micro purchase with bids due September 2, 2026. This is a lowest-responsible-bidder award, potentially by line item, and sellers must quote all items to be eligible.

The scope comprises tick pullers and identification cards; specific quantities are not detailed in the procurement documents. Bidders must submit complete quotes covering all line items through the PHLContracts eProcurement platform and must have an executed Consent and Authorization form on file or attached to their first quote to remain responsive.

The total contract amount does not exceed $41,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days, commencing on the effective date and terminating automatically thereafter with no notice required. All products must be delivered FOB destination at net, tax-exclusive prices; the City of Philadelphia is exempt from federal excise and transportation taxes as well as Pennsylvania sales and use taxes. Quoted prices remain valid for 60 days from submission.

The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and award on any one or more items without accepting all items. Payments are made via electronic deposit only to the entity name shown on the purchase order following delivery and City approval.

The successful seller must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance of $300,000 per occurrence, naming the City as an additional insured. Submission of an LGBTQ Applicant Opportunity Data Form to collect diversity and inclusion information is optional; the City states that response is voluntary and is being used to identify LGBTQ businesses and build its vendor database of diverse suppliers.
