About this file

This is a seller checklist document issued by the City of Philadelphia Procurement Department for completing small purchase bids through the PHLContracts platform. The procurement opportunity is for a tick puller plus identification card as a micro purchase to be awarded to the lowest responsible bidder. The micro purchase may be awarded as a whole or by line item, whichever serves the city's best interest. Sellers must quote all items listed in order to be eligible for award and should not deliver or provide services until officially notified by the department.

The checklist outlines 13 steps that vendors must complete to submit a quote, including verifying the correct seller role, answering whether the business is a certified Local Business Entity (though this program does not apply to small purchases), entering unit costs for each item, answering all mandatory questions, downloading and accepting terms and conditions, and submitting required attachments. Vendors must have an executed Consent & Authorization form in their vendor profile or attach one with their quote, as no quote will be considered without this document on file. Vendors may optionally submit an LGBTQ Applicant Opportunity Data Form. All validation warnings must be resolved before submission through the PHLContracts.phila.gov platform.
