About this opportunity
The City of Minneapolis is requesting bids for private water and sewer service relocations during the 2027 construction season, with bids due electronically November 3, 2026 at 12:00 PM CST, and written questions due October 26. No pre-bid meeting will be held. Davis-Bacon prevailing wage requirements apply under Minnesota wage determination MN20260239 (effective January 2, 2026, Modification 2 as of July 30, 2026) and Minneapolis Code Chapter 24, with mandatory compliance across approximately 80 labor classifications ranging from $22.08 to $63.59 hourly plus fringe benefits of $6.87 to $39.30. Employment goals require 20% female and 32% minority participation; no SUBP goals apply.
The scope encompasses eight bid line items across three work categories: relocating 1-inch and 1.5-inch copper service lines on short and long sides of streets; converting lead or galvanized service lines to copper on short and long sides; and replacing private sanitary service lines at depths of 0–11 feet and 12 feet or deeper. All work occurs within public right-of-way during road or sewer construction; pavement restoration is not required. The contractor must demonstrate a minimum production rate of five relocations per week, begin work within four calendar days of notice, and provide no subcontracting. Incidental work including utility conflicts, tree root removal, and damage repairs falls on the contractor with no additional compensation. The City withholds 5% retainage until project completion; retainage release requires proof of state income tax withholding compliance, affidavits confirming all claims paid or secured, and Affirmative Action Plan completion, all submitted within 45 days.
The initial contract term is one year with a possible renewal option at no price change. The award will be made to the lowest responsive, responsible bidder. Bidders must submit a Responsible Contractor Verification and Certification of Compliance Form (under Minnesota Statute 16C.285, Subdivision 7), Prior Experience and Reference Form documenting three similar contracts completed within the past three years in a city of the first class, completed Bid Form in Excel format with unit pricing, and a 2% bid deposit. A 100% Performance Bond and 100% Payment Bond are required upon award. Bids exceeding $50,000 with cumulative city contracts exceeding $100,000 must submit an Affirmative Action Plan to the Minneapolis Department of Civil Rights. Contractors currently suspended or debarred are deemed unresponsive. The contract is non-exclusive.
