About this file
This document is a Scope of Work and specifications issued by the City of Minneapolis Department of Public Works for establishing a pricing contract for private water and sanitary service relocations on street and sewer construction projects. The City seeks qualified contractors to provide labor, materials, equipment, and incidentals for relocating copper water service lines, converting lead or galvanized service lines to copper, and replacing private sanitary service lines. Work will occur within public right-of-way areas during road or sewer construction, and pavement restoration is not required. The contract includes eight bid items: four for 1-inch and 1.5-inch copper service relocations on short and long sides of streets, two for lead-to-copper conversions on short and long sides, and two for sanitary sewer service replacements at varying depths (0-11 feet and 12 feet or deeper). The initial contract term is one year for the 2027 construction season, with potential renewal for an additional 12-month term at no change in unit prices if both parties agree. Contractors must demonstrate a minimum production rate of five relocations per week, begin work within four calendar days of notice, and provide three references of similar work completed in cities of the first class within the past three years.
Payment is based on approved permits and inspections from the Minneapolis Sewer and Water Connection Department, with the City withholding five percent retainage until project completion. No subcontracting is permitted. Contractors are responsible for all incidental work, including utility conflicts, tree root removal, and damage repairs, with no additional compensation provided. Retainage release requires proof of state income tax withholding compliance, affidavits confirming all claims are paid or secured, and completion of Affirmative Action Plan requirements, all submitted within 45 calendar days. Failure to submit required documentation results in a $50 daily assessment from day 46 through day 75; after day 76, the Engineer may assess higher penalties or close the contract without final payment. The contract is non-exclusive, allowing the City to hire additional contractors for similar work. Bids lacking the required prior experience and reference form or from suspended/debarred contractors will be deemed unresponsive.
