About this opportunity
The City of Minneapolis is requesting bids for approximately 275 tons of liquid fluosilicic acid (23% by weight as H2SiF6) for municipal water fluoridation on an annual basis, with bids due November 3, 2026 at 2:00 p.m. CST and questions due October 27, 2026 at 10:00 a.m. CST.
The material must conform to AWWA Standard B703 and carry NSF certification under ANSI/NSF Standard 60. Bidders must submit line pricing in US dollars on a per-ton basis for tank-truck delivery (approximately 4,000-gallon capacity) on an F.O.B. basis. Payment will be adjusted proportionally according to assay results; deliveries outside 22% to 25% H2SiF6 by weight trigger tonnage adjustment. Deliveries are restricted to Monday through Friday after 7 a.m., with off-loading completed by 3:00 p.m., at two locations: Fridley Filtration Plant (4500 Marshall Street NE) and Columbia Heights Membrane Plant (4500 Reservoir Boulevard NE), both in Minneapolis.
Supporting documentation requested includes Certificate of Analysis, Safety Data Sheet, Product Data Sheet, NSF certificate, and Scale Certificate, though these are not mandatory for bid submission. All drivers and passengers must present government-issued photo identification at a designated staging area, and delivery vehicles are subject to search.
The contract period spans twelve months. Award will be made to the single lowest responsive and responsible bidder. The City is exempt from state and local sales taxes; bidders must include all applicable sales taxes and fees in pricing and obtain an ST-3 exemption certificate. Bidders must comply with Minnesota Statutes Section 16C.285, subdivision 3, regarding responsible contractor minimum criteria, the City's Code of Ethics, applicable prevailing wage ordinances, and the Minneapolis Living Wage Ordinance (if contract value exceeds $100,000). Bidders must carry commercial general liability insurance of $1,000,000 minimum. The City reserves the right to request a single price increase of up to 10% during the contract period, effective no sooner than 60 days from the contract start date, if documented evidence of extenuating supply chain circumstances is provided. Any addenda will be posted by October 29, 2026.
