About this opportunity
The City of Minneapolis, Minnesota is soliciting bids for fall protection supplies and services for PW-Water Engineering and other City boards and departments under Event No. 4384, with questions due November 3, 2026 and bids due November 10, 2026 at 2:00 p.m. local time. The City will not accept alternate products. Pricing must cover two 3M DBI-SALA items: seven Confined Space Adjustable Offset Upper Davit Mast units (Item No. 8518006) and seven Confined Space Lower Mast Extension units (Item No. 8518002), so the 3M DBI-SALA specification is the central qualification filter.
The contractor must furnish all labor, equipment, and incidentals to provide fall protection services, delivered against City-issued Purchase Orders with electronic invoicing. The initial term runs one year, from November 2026 through November 2027, with the City holding an option to renew and extend for two additional 12-month periods if both parties agree. The contract is non-exclusive, and the City may hire other contractors for similar work. Award goes to the single low, responsive, responsible bidder meeting all specifications. Pricing remains firm during the initial term. Afterward, escalation may be permitted for demonstrable industry-wide, regional, or operational cost increases, subject to documentation submitted 60 days before contract year end and City approval, and generally capped at the Consumer Price Index or five percent, whichever is higher.
Bidders must submit signed statements under oath verifying compliance with Minnesota Statutes section 16C.285, subdivision 3, and must carry Commercial General Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000 combined single limit, and Workers' Compensation as required by law. Compliance is also required with the Minneapolis Living Wage and Responsible Public Spending Ordinance for contracts valued at $100,000 or more, prevailing wage requirements if applicable to public works, and Amara's Law regarding PFAS-containing products effective January 1, 2025. Vendors must obtain an ST-3 exemption certificate from the State of Minnesota, as the City is exempt from sales tax. Addenda will be posted by November 5, 2026. Payment is due within 30 days of receipt, invoice verification, and service acceptance. The City reserves the right to waive irregularities and clerical errors and to cancel without cause on thirty days' written notice.
