About this opportunity

The City of Huntsville, Texas is requesting bids for year-round litter control services on approximately 40 miles of city streets under Bid NO. 27-01, with sealed bids due October 8, 2026 at 2:00 p.m. Central Time at the City Secretary's office, 1212 Avenue M, Huntsville, Texas 77340. Questions are due September 30, 2026 at 10:00 a.m.; all addenda will be posted by October 2, 2026 at 5:00 p.m.

The scope includes regularly scheduled monthly pickup of litter (paper, plastic, metal trash, tires, and general debris) from public street right-of-way areas during daylight hours, collection and bagging, removal, and proper disposal. Large items are reported to the Street Superintendent. Work must be completed within the agreed timeframe; $100 deductions per invoice apply for non-completion within the agreed period (allowances for actual weather days apply). Unscheduled litter pickup service must be provided with response within 24 hours of notice.

Pricing is quoted on a per-mile basis for scheduled monthly service and separately for unscheduled response, all-inclusive of labor, insurance, overhead, profit, travel time, and mileage, exclusive of taxes. The City awards on best value, considering vendor performance, availability, and long-term efficiency beyond lowest price.

The initial contract runs through September 30, 2027, with four optional one-year renewal periods through September 30, 2031. The awarded vendor must provide Commercial General Liability insurance ($1 million per occurrence / $2 million aggregate), Commercial Automobile Liability ($300,000 per occurrence), and Workers' Compensation Insurance per Texas law. Three business references with demonstrated experience in the preceding twelve months and evidence of insurability within ten calendar days of award are required. Payment is Net 30 days from correct invoices submitted with weigh tickets and before/after photos when possible. Either party may terminate with 30 days' written notice; the City may terminate for cause with 5 days' notice. Funding is subject to City Council approval and current fiscal year budget authorization.
