The City of Salem, Oregon Department of Public Works is requesting bids on electrical system testing services at the Willow Lake Water Pollution Control Facility under Bid No. 267080, with bids due August 19, 2026 at 11:00 a.m. through Equity Hub's Bid Locker. The bidder must hold Oregon field evaluation firm certification and maintain NETA membership or provide documentation of equivalent experience, with all on-site technicians NETA-certified.

The scope encompasses preventive maintenance, testing, and power loading of electrical distribution equipment at Willow Lake and River Road facilities following NETA Maintenance Testing Specifications (MTS-2019) standards on a three- to five-year cycle, with critical equipment tested annually. The estimated testing requirement is 325 hours through June 30, 2027. The contractor must also be qualified to perform arc flash and coordination studies of the entire electrical systems. Bids must include lump-sum yearly pricing covering travel time, contractor-owned test equipment, and data analysis, with separate hourly rates for on-site testing, shop work, arc flash study data verification and entry, and final report preparation. Materials supplied may be marked up a maximum of 15 percent; subcontracted work is limited to 10 percent markup.

The contract is a non-exclusive one-year agreement commencing upon execution through June 30, 2027, with four optional one-year renewal periods subject to satisfactory performance and City approval. The contractor must maintain comprehensive general liability insurance of at least $2 million combined single limits and provide 24-hour on-call emergency service with one-hour notification response capability. Award will be made to the lowest responsive bidder within 30 days of closing.
