About this opportunity

City of Minneapolis is soliciting sealed bids under Event #3984 for modernization of freight elevators at the Minneapolis Convention Center, with a mandatory in-person pre-bid meeting on November 12, 2026 at 8:00 a.m. and bids due December 9, 2026 at 1:00 p.m. local time. Attendance at the pre-bid meeting is required, and a bidder that submits without attending is deemed non-responsive. The posting metadata lists December 8, 2026 as the due date, and the bid-document summary lists November 3 for the base bid and December 6 for the alternates.

No Small and Underutilized Business Program set-aside applies to this project. SUBP compliance applies to contracts exceeding $175,000, and the solicitation establishes no SUBP goals for this contract, though contractors are encouraged to give MBEs and WBEs full and fair competition on subcontracting work. MBE and WBE certifications must be obtained through the Minnesota Uniform Certification Program. For bids exceeding $50,000, a Responsible Contractor Verification under Minnesota Statutes Section 16C.285 must be sworn by an owner or officer at submission, with Attachment A-1 listing first-tier subcontractors. Attachment A-2 covers subcontractors engaged after execution, with supplemental verification due within 14 days. False statements render a contractor ineligible for award.

The base bid is structured by contract year. The 2027 work covers Elevators #5 through #8, the 2028 work covers Elevators #13 and #14 and Ramp Elevators #1 and #2, and the 2029 work covers Elevators #10, #11, #18, #19, and #20. The bid form includes four alternates. Alternate No. 1 replaces cabs on eight elevators, and Alternate No. 2 decommissions Elevators #10 and #11. Bidders must enter unit prices for all line items to be responsive, and the unit price prevails over calculated totals in the event of arithmetic errors. The bid form must be submitted as an Excel file through the City's eSupplier platform. Specifications and drawings are available through QuestCDN (eBidDoc #10370958) for a $10.00 fee. Award goes to the overall low, responsive, responsible bidder.

A bid deposit equal to 5% of the total bid amount is required, payable to the City of Minneapolis Finance Department. Performance and payment bonds for 100% of the total contract amount are mandatory. Prevailing wage applies under Minneapolis Code of Ordinances Chapter 24 and federal wage determination MN20250053 for Hennepin County building construction, with Elevator Constructors at $62.52 per hour plus $45.36 in fringe benefits and Electrician at $60.40 per hour plus $34.39 in fringe benefits. A living wage ordinance applies to contracts exceeding $100,000. Insurance must include workers compensation, commercial general liability, commercial automobile liability, and builders risk, with the City named as additional insured.

Written questions are due November 19, 2026 at 12:00 p.m. local time, and addenda will be posted by November 24, 2026. Work is performed at the Minneapolis Convention Center, 1301 Second Avenue South, Minneapolis, Minnesota. Questions go to Mallory Cina at mallory.cina@minneapolismn.gov.
