About this opportunity
The City of Minneapolis Health Department is requesting bids for lead paint remediation and swab services under Bid Event 4219, with bids due October 8, 2026 at 2:00 p.m. CDT and questions due September 29, 2026. Bidders must be state-licensed lead abatement contractors and, for bids exceeding $50,000, must submit a signed Responsible Contractor Verification and Certification of Compliance Form under Minnesota Statutes section 16C.285 with all first-tier subcontractors listed on Attachment A-1.
The scope covers lead hazard reduction at approximately 50 residential properties through December 31, 2026, including lead dust cleaning in apartments, houses, and common areas; paint stabilization on interior and exterior surfaces (trim, windows, doors, soffits, fascia); and bare soil coverage using mulch, grass seed, or decomposed granite. The bid form requires unit pricing for each line item: apartment and house cleaning (30 units estimated), common area cleaning (10 units), interior trim stabilization (2,000 linear feet), window treatments (100 units), exterior wall stabilization (2,000 square feet), exterior trim work (1,000 linear feet), soffit and fascia stabilization (1,200 linear feet), bare soil coverage (800 square feet per method), and miscellaneous hourly services (40 hours). All costs—labor, materials, equipment, transportation, disposal, PPE, containment, dust suppression, and cleanup—are included in unit prices.
The maximum contract value is $175,000 over an initial 12-month term with options to extend for up to two additional 12-month periods or until the maximum contract amount is reached, whichever occurs first. Prices remain firm for the first contract year; price escalation of up to 5% may apply for extensions based on documented cost increases, subject to City approval with at least 60 days' notice. Work proceeds by written work order only. All work is subject to City inspection and acceptance; deficiencies must be corrected at no additional cost. Bidders must comply with prevailing wage requirements, Living Wage Ordinance Chapter 38, and federal/state grant compliance requirements including Davis-Bacon Act labor standards. Bids must be submitted electronically through the City of Minneapolis eSupplier Portal. Addenda will be posted by October 1, 2026.
