About this file
This is a bid specification document issued by the City of Minneapolis Health Department for Lead Paint Remediation and Lead Hazard Reduction Services under Bid Event 4219. The City seeks qualified contractors to provide comprehensive lead hazard reduction services across approximately 50 residential properties during the contract period, though this quantity may increase or decrease based on actual requirements. The contract will be awarded to the lowest responsive and responsible bidder who is a state-licensed lead abatement contractor. The initial contract term is one year with options to extend for up to two additional 12-month periods or until the maximum contract amount of $175,000 is reached, whichever occurs first.
Bidders must submit unit prices for all line items on the Unit Price Sheet, with all costs including labor, materials, equipment, transportation, disposal, personal protective equipment, containment, dust suppression, and cleanup. Prices remain firm for the first contract year, after which price escalation of up to five percent may be considered for contract extensions based on documented industry-wide, regional, or operational cost increases, subject to City approval with at least 60 days' notice. The City will issue written work orders authorizing specific properties and scopes, and contractors may not begin work without written authorization. All work is subject to City inspection and acceptance, with contractors required to correct any deficiencies at no additional cost. Invoices must include property address, work performed, quantities, applicable unit prices, and extensions, and should be submitted electronically to the City's Accounts Payable department; payment will be rendered within 30 days of receipt and acceptance.
