About this opportunity

The City of Long Beach, California Board of Public Utilities Commissioners is requesting bids for water main bridge crossings repair work at two sites under contract MO-3775, with bids due August 29, 2023 at 3:00 p.m. via the City's online procurement portal. The project is subject to California prevailing wage requirements and carries 15% Minority-Owned Business Enterprise (MBE) and 15% Women-Owned Business Enterprise (WBE) participation goals.

The scope encompasses removal of exterior paint systems and application of new epoxy/urethane paint systems on two water main bridge crossings: a 24-inch diameter steel pipe (561 feet, installed 1955) at Site 1 (6th Street and Los Angeles River) and a 12-inch diameter welded steel pipe (180 feet, installed 1983) at Site 21 (Anaheim Road and Los Cerritos Channel). Work includes scaffolding, rigging, containment, and disposal of hazardous and nonhazardous waste; surface preparation and painting of pipelines, pipe supports, girders, and associated structural components; and optional items for pit filling, welding, and field allowances. Both sites contain hazardous coatings requiring certified removal and disposal. The contractor must coordinate with Edison Company, Long Beach Energy, City Engineering, Verizon, and the Fire Department. Work is limited to 7:00 a.m. to 4:00 p.m. on weekdays unless approved by permit.

The prime contractor must hold a valid California Class A General Engineering Contractor license or Class C33 license and perform no less than 20 percent of the work. The exterior paint contractor must hold a Class C33 license and demonstrate a minimum of five years of practical experience with specified product applications on water pipeline surfaces. Contract time is 120 calendar days from Notice to Proceed. Bidders must submit bid prices as lump-sum line items and provide a certified check or bond equal to 10 percent of the total bid. Payment and performance bonds equal to 100 percent of the contract price are required. A mandatory two-part pre-bid conference was held August 9–10, 2023.
