About this opportunity

Henry County is issuing sealed bids for hangar site development at Atlanta Speedway Airport in Hampton, Georgia, under Bid 27-18, with proposals due October 8, 2026 at 3:00 p.m. via the County's eProcurement Portal. Bidders and all subcontractors must be currently pre-qualified with the Georgia Department of Transportation and active and registered with SAM.gov to be considered—this is a hard eligibility gate.

The scope encompasses four phases: sitework for T-Hangars and Box Hangars (180 days), T-Hangar Building construction (270 days), Box Hangar Building construction (270 days), and sitework for future corporate hangars (90 days). Work includes demolition of existing hangar buildings, water quality monitoring, asphalt and concrete work, stormwater management infrastructure, sewer and water line installation, electrical conduit installation, and landscaping. All materials and labor must comply with local, state, and national codes; GDOT standards; AASHTO requirements; ASTM testing standards; and FAA standards. The contract is federally funded through the FAA Airport Improvement Program. Mobilization costs are capped at 10 percent of the total project cost.

A non-mandatory pre-bid conference and site visit is scheduled for September 17, 2026 at 3:30 p.m. at the project location. Questions are due by 3:00 p.m. on September 24, 2026, with the first addendum due by 3:00 p.m. on October 1, 2026. The County expects to make a recommendation to the Board of Commissioners within 60 days of bid opening and will award to the lowest responsive and responsible bidder within 120 calendar days of bid opening.

A bid bond of not less than 5 percent of the total bid price is required. The successful bidder must provide 100 percent Performance and Payment Bonds within 15 calendar days of contract award. General liability insurance with a combined single limit of $5 million per occurrence and automobile liability insurance with a combined single limit of $1 million per occurrence are required. Liquidated damages of $2,000 per calendar day apply for failure to achieve Final Completion by the stated deadline. Henry County is exempt from Federal Excise Tax and Georgia Sales Tax; all prices must include shipping and delivery with F.O.B. destination terms.
