About this opportunity
The Unified Government of Athens-Clarke County, Georgia is seeking bids for BID #26012 Allison Hybrid Battery Pack Replacement Project, an invitation for bid (IFB) for the procurement of six new Allison H40 EP energy storage systems (ESS) to replace existing units in six 2018 Gillig Hybrid 40-foot low-floor BRT transit coaches (Bus #759, 762, 763, 764, 766, and 767). The deliverables include new, original equipment manufacturer (OEM) replacement ESS units with on-site programming of the internal ESS battery control interface module for each transit bus. Delivery must be completed no later than June 10, 2026, to the Athens Clarke County Transit Maintenance Division at 325 Pound Street, Athens, Georgia 30601, with units delivered after this deadline subject to rejection and return to the vendor at no cost to ACC Transit. The bid submission deadline is 3:00 PM ET on Tuesday, December 16, 2025, with bids valid for 180 days following the opening date and contract award expected within 180 days of bid opening. The contract will be awarded to the lowest responsible bidder whose bid complies with all requirements and does not exceed available funds. Bidders must submit mandatory documents including the bid form, Georgia Security & Immigration Compliance (GSIC) Act Affidavit, and acknowledgement of FTA Contract Clauses, and the procurement is subject to Full and Open Competition requirements and Federal Transit Administration (FTA) regulations.
The contract is subject to numerous federal requirements including Buy America provisions, Davis-Bacon prevailing wage standards, and comprehensive insurance requirements encompassing Workers Compensation, Commercial General Liability, Automobile Liability, Fidelity, and Umbrella Liability coverage. Contractors must comply with civil rights and nondiscrimination regulations and environmental protections, and must maintain records documenting compliance with all applicable federal, state, and local laws. The project is funded through FTA assistance, and no pre-bid conference has been scheduled, with prospective offerors directed to submit inquiries to Edward Tulenko, Senior Buyer, through the OpenGov Q&A tool or email at accbids@accgov.com. The estimated project cost ranges from $475,000 to $500,000, with pricing to include delivery on an F.O.B. basis to the specified Athens, Georgia address. Addendum 1, issued on December 3, 2025, clarifies specifications and provides identifying information for each bus including Allison Hybrid Drive-unit serial numbers, ESS serial numbers, and Vehicle Identification numbers to enable accurate component matching and installation, and confirms that no performance bonds are required for this bid, though bid bonds may be part of standard requirements under applicable federal clauses. The Unified Government of Athens-Clarke County reserves the right to reject any and all bids and to waive any irregularities or technicalities in the bidding process.
