About this opportunity

The Massachusetts State Lottery Commission (MSLC) issued Bid 26-30 on February 26, 2026, seeking qualified vendors to provide forklift and walk truck maintenance services at six locations throughout Massachusetts (Braintree, Canton, New Bedford, West Springfield, Lawrence, and Worcester). The procurement encompasses preventative maintenance, repairs, and related services for approximately 30 pieces of equipment including Yale, Hyster, TASK, Jungheinrich, and Big Joe forklifts and walk trucks. Vendors must provide quarterly preventative maintenance scheduled three months in advance during specified business hours, with pricing submitted as fixed rates for the entire contract period, including separate quotes for preventative maintenance annual flat rates, regular repair hourly labor rates, overtime hourly rates (port to port), and a maximum percentage markup over cost for genuine or aftermarket replacement parts; shipping fees are prohibited. Qualified vendors must demonstrate three years of documented experience, provide three professional references, maintain factory-trained diagnostic certifications, employ only full-time staff with current operator safety certifications, and prohibit subcontracting. The contract commences July 1, 2026, and continues through June 30, 2029, with optional one-year extensions available for up to two additional years at the MSLC's discretion. Bid responses must be submitted by March 23, 2026, at 10:00 a.m. ET through the COMMBUYS system, and the MSLC makes no guarantee regarding purchase volumes or total expenditures.

All bidders must complete the Supplier Diversity Program (SDP) Plan Form and commit a minimum of one percent of contract sales to certified diverse businesses as subcontractors or ancillary service providers unless a higher threshold is specified; SDP commitments become enforceable annual requirements during the Massachusetts fiscal year (July 1–June 30) for the contract duration. Proposed SDP partners must hold valid certification from recognized organizations such as the Massachusetts Supplier Diversity Office (SDO), the Small Business Administration (SBA), or other city and state certification offices in eligible categories including MBE, WBE, SDVOBE, VBE, M/NPO, W/NPO, V/NPO, DOBE, or LGBTBE. Vendors must also submit a Prompt Pay Discount Form and comply with all Commonwealth of Massachusetts Terms and Conditions, which include standard contractual requirements regarding payment processing (45-day Electronic Funds Transfer cycle unless a prompt payment discount applies), contractor certifications, affirmative action and non-discrimination compliance, confidentiality obligations, and indemnification provisions. Fidelity bonds of $1,000,000 and performance bonds of $100,000 may be required by the MSLC. No incumbent vendors or specific award values are identified in the procurement documents; however, payment will be made 45 days after invoice receipt unless a prompt payment discount is offered, and invoices must include the purchase order number, service contract number, dates of service, itemized charges, and supporting documentation.
