About this opportunity
Henry County, Georgia is seeking competitive sealed bids for a design-build construction project at Atlanta Speedway Airport, located at 474 Speedway Boulevard in Hampton. The procurement involves comprehensive construction services for two primary structures: a T-Hangar Building spanning 22,800 square feet with office space and restrooms, and a Box-Hangar Building covering 11,200 square feet with multi-purpose space and restrooms. The project requires full design-build services encompassing foundations, plumbing, HVAC systems, interior and exterior finishes, hangar doors, fire sprinkler systems, electrical installations, and all necessary permitting. A non-mandatory pre-bid conference and site visit is scheduled for January 22, 2026, at 1:00 PM, with the deadline for clarification questions set for January 29, 2026, at 3:00 PM. Sealed bids are due February 12, 2026, at 3:00 PM and can be submitted electronically through the County's eProcurement Portal, by mail, common carrier, or in person. The contract timeline includes 180 days for sitework, 270 days for T-Hangar construction, 270 days for Box-Hangar construction, and 90 days for future corporate hangar sitework, with liquidated damages of $2,000 per calendar day for failing to meet final completion dates.
The county encourages participation from small businesses, local vendors, veteran-owned businesses, disadvantaged business enterprises, and female-owned businesses as subcontractors. Bidders must submit a bid bond equal to 5% of the total bid amount and, if awarded, provide 100% performance and payment bonds within 15 calendar days of notification. Insurance requirements include comprehensive general liability insurance with a $5,000,000 per occurrence limit, comprehensive automobile liability insurance of $1,000,000 per occurrence, and workers' compensation insurance at statutory limits. All construction must adhere to FAA Buy American Preference requirements for materials and products. Bidders must hold their bid prices for 120 days from the bid opening date, and the County will not modify unit prices to account for cost fluctuations, requiring contractors to anticipate economic trends in their pricing. The County reserves the right to reject any or all bids and will make an award recommendation to the Board of Commissioners within 60 days of bid opening. While a specific budget is not disclosed, the comprehensive nature of the project and the detailed requirements suggest a significant infrastructure investment for airport development.
