About this opportunity
Bid #26-001 is a sealed bid solicitation issued by the Laredo Independent School District for the sale of real properties located in Laredo, Texas within Upton County. The District is divesting four properties: 1607 Victoria Street (2,239 square feet on 0.1524 acres, minimum bid $134,000), 1608 Victoria Street (2,162 square feet on 0.1562 acres, minimum bid $130,000), 1620 and 1618 Houston Street (13,006 square feet of combined space on 0.2806 acres, minimum bid $138,000), and 1719 Houston Street (15,764 square feet on 0.4606 acres, minimum bid $600,000). Bidders may submit offers on one or more properties and must submit a separate sealed bid with earnest money of $7,500 per property in the form of a cashier's check or money order; earnest money is non-refundable once the bid is awarded. All bids must be manually signed in ink and submitted by 2:30 p.m. Central Standard Time on March 3, 2026, to the District's Procurement Department at 2400 San Bernardo Avenue, 3rd Floor, Room D322 in Laredo, Texas 78040, with public bid opening and reading at 3:00 p.m. the same day. Prospective bidders must arrange property inspections prior to bid submission by contacting the District's Facilities and Support Services Department at 900 E. Lyon Street, and all bids must remain binding for sixty calendar days from the bid date. The District will notify the successful bidder of the award by Board of Trustees action within three business days of the award date, and closing shall occur as specified in the executed Sale and Purchase Agreement contingent upon review and approval by the Texas Commissioner of Education.
The properties are conveyed by Special Warranty Deed on an "as-is, where-is" basis with all latent and patent defects, and the District disclaims all warranties other than title; the properties are subject to a fifty-year reversion clause prohibiting use in conjunction with any segregated school system or institution that discriminates based on race, color, or national origin. No set-aside designations or restrictions on bidder types are specified in the solicitation materials. The District will pay title insurance costs, conveyance document costs, and the District's attorney fees, while the successful bidder is responsible for recording fees, survey costs if obtained, and the buyer's attorney fees. The total potential award value ranges from a minimum of $1,002,000 (sum of all four minimum bids) to an unlimited maximum depending on actual competitive bidding outcomes. Interested parties should direct inquiries to Gaston Garcia at ggarcia3@laredoisd.org or 956.273.1082 regarding required documents and sale-related matters, or contact Angel E. Velazquez at 900 E. Lyon Street, Laredo, Texas 78040, or 956-273-1140 for general bid administration.
