About this opportunity

The Town of Bethel, Connecticut is requesting bids for dry screened sand for road de-icing purposes under Bid 2027-001, with sealed bids due October 13, 2026 at 9:45 a.m. and public opening at 10:00 a.m. the same day in Meeting Room A of the Clifford J. Hurgin Municipal Center (accessible via Google Meet). No set-asides or local-vendor preferences are identified.

The Town seeks an estimated 4,000 to 6,000 cubic yards of dry screened sand meeting specified state standards and gradation requirements — material must be free of clay, silt, shale, lumps, soft and flaky particles, and frozen material, with moisture content not exceeding 2.5%. The supplier will typically deliver in 600-ton increments within five working days of request at a minimum rate of 120 tons per day. Regular deliveries occur weekdays 7:00 a.m. to 3:30 p.m.; emergency deliveries are available 7:00 a.m. to 7:00 p.m. seven days a week. A material sample must be made available to the Town's Highway Superintendent for inspection, preferably via site visit to the bidder's storage yard, prior to award. Each load requires weight slips from third-party certified scales showing gross, tare, and net weights.

The contract period runs from bid award through April 15, 2027. Bidders must submit pricing per ton and specify minimum delivery amounts on the prescribed Purchasing Proposal and Acceptance of Specifications Form (Schedule A). Invoices are payable within thirty days of submission. Insurance requirements include workers' compensation ($1,000,000 each accident), commercial general liability ($1,000,000 occurrence / $2,000,000 aggregate), commercial automobile ($1,000,000 each accident), and umbrella liability ($5,000,000 each occurrence and aggregate) from carriers rated A- (IX) or better by A.M. Best, with the Town named as additional insured. The Town reserves the right to accept or reject any or all bids and may terminate with thirty days' written notice. Bid specifications and documents are available from Krista DeOliveira at 203-794-8514 or deoliveirak@bethel-ct.gov, or at www.bethel-ct.gov under the "Bid Information" tab.
