About this opportunity

The City of Hallandale Beach Parks, Recreation, and Open Spaces Department is requesting bids on resurfacing of BF James Pool, a 3,626 square-foot facility at 777 NW 1st Avenue in Hallandale Beach, Florida, with bids due September 21, 2026 at 11:00 a.m. A non-mandatory pre-bid meeting and site visit are scheduled for August 31, 2026 at 11:00 a.m. at City Hall Commission Chambers and 11:45 a.m. at the pool location, respectively.

The contractor must be incorporated through Sunbiz with active status and hold a Certified/Registered Pool/Spa Contractor license from the Florida Department of Business and Professional Regulations. Bidders must demonstrate two prior contracts of similar size and scope completed within the past five years (2021–2026) and provide surety bonding capacity documentation from a company with a current A.M. Best rating.

Scope includes complete resurfacing with removal of existing coatings to original concrete, application of premium-quality exposed aggregate finish, installation of new underwater LED lighting fixtures, tile work, gutter system renovation, surge tank replacement with new gutter and main drain plunger valves, lane line installation, and chemical start-up. A previous leak detection investigation identified multiple repair areas: mud rings requiring chip-out and replacement with non-shrink grout; beach entry gutter deteriorated concrete and failed waterproofing; and evidence of additional potential leaks in existing tiles requiring replacement for a watertight finish. Contractor shall provide all labor, materials, equipment, services, incidentals, and permits.

Substantial completion is required within 90 consecutive calendar days from Notice to Proceed, with final completion within 7 days thereafter. The contract term is 120 days. Notice to Proceed is anticipated following the 2026 aquatic season with construction commencing approximately December 2026. Liquidated damages of $500 per calendar day apply for missed deadlines. The contractor must provide a 10% bid bond and, upon award, a 100% performance and payment bond. Commercial General Liability insurance of at least $1,000,000 per occurrence and a minimum five-year written warranty on workmanship and materials are required. Questions are due September 2, 2026 by 5:00 p.m. Award will be made to the lowest responsive, responsible bidder.
