EXHIBIT A - BFJ POOL SPECIFICATIONS

EXHIBIT B - BFJ CONSTRUCTION DRAWINGS

SCOPE OF WORK:

The City of Hallandale Beach (City) is seeking bids from all interested and qualified Firms (Proposer) who can provide pool resurfacing and additional services for use by the City of Hallandale Beach Parks, Recreation, and Open Spaces Department at the BF James (BFJ) Pool.

SCOPE OF WORK

1. To provide all labor, materials, equipment, services, incidentals, and permits required to resurface the BF James Pool, located at BF James Park, located at 777 NW 1st Avenue, Hallandale Beach, FL 33009. BF James pool is approximately 3,626 square feet, refer to

EXHIBIT A - BFJ POOL SPECIFICATIONS.

2. For detailed layouts, dimensions, configurations, and other facility-specific information, the Contractor shall refer to EXHIBIT B - BFJ CONSTRUCTION DRAWINGS.

3. Attendance at the Site Visit is highly recommended. Submission of a bid will be construed as the Contractor is sufficiently acquainted with the work to be performed.

4. A previous leak detection investigation identified multiple areas of concern requiring corrective action. The Contractor shall include all labor, materials, and incidental work necessary to complete these repairs as part of the resurfacing project.

5. Professional leak detection services using electronic probes, dye testing, and pressure testing identified the following necessary repairs. Mud rings would need to be chipped out and replaced with new non-shrink grout. The beach entry gutter area has deteriorated concrete, and the existing waterproofing has failed. This area needs to be repaired and waterproofed. The Contractor shall provide and install a new surge tank, including new gutter and main drain plunger valves. Evidence of additional potential leaks in the existing tiles is prevalent, and new tiles installed to provide a watertight finish.

SITE LOCATION AND EQUIPMENT

1. All equipment used shall be Occupational Safety and Health Administration (OSHA) approved and provided solely at contractor’s expense.

2. Contractor shall be fully responsible for any property damage to the job site, equipment or utility due to its negligence. Such repairs shall be performed at the contractor’s expense and must meet the satisfaction of the Project Manager or Contract Administrator prior to final acceptance.

3. Contractor shall coordinate all work with the Project Manager.

4. Entry and exit gates must remain secured at all times.

5. Contractors will be required to supply dumpsters for removal of debris. All debris must be properly disposed of, and disposal must be included in the bid price.

6. Job site storage will be available to the Contractor; however, the City of Hallandale Beach is not responsible for the safety and security of any stored on-site materials or equipment during the project.

PREPARATION

1. For this project, removal of the existing coating of the pool down to the original concrete of the pool’s constructed shell is required.

2. Contractor must drain pool and surge tank.

3. Remove and protect all existing fittings and railings from damage. Fill any holes or gaps with hydraulic cement filler.

4. All loose material such as dripped thin set, grout, paint, dirt, patching or decking products must be removed by scraping or pressure cleaning.

5. Algae, mold, and mildew must be eliminated by chlorine washing. Failure to do so will result in discoloration and bond failure.

6. Remove any oil or grease with tri-sodium phosphate and water. Oils and grease left on the pool shell will cause bond failure and prevent proper etching and cleaning by the waterborne acid solutions. To test for oils and grease, wet the entire area to be resurfaced and examine it for beading water droplets. Heavily saturated areas may require soaking with liquid detergents until oil is removed.

7. Etch the surface with Muriatic Acid and water. Adjust the concentration as needed to properly clean and roughen the surface. Smoother areas will require a higher concentration of acid and vice versa.

8. All pool inlets and main drain lines should be plugged to prevent clogging during plaster work and exposure. All plugs except the main drain should remain in place until filled to prevent drip stains.

9. Mark the location of all fittings with a small piece of tape placed on the coping directly above to prevent them from being accidentally covered during the plastering process.

10. Remove all existing pool tiles including horizontal and vertical depth markings and international no diving labels.

11. Remove all drain covers and existing gutter grating at zero depth entry.

12. Remove all existing light fixtures.

13. Remove all existing pool finish down to sound, stable concrete by sandblasting, hydro-blasting, or any other approved method. Remove any existing hydraulic cement filling.

14. Acid wash entire surface followed by soda ash wash of all surfaces to neutralize any acid.

Apply one coat of two-part SGM Bond KOTE (or approved equal) to pool surface according to manufacturer’s specifications and as required for manufacturer’s warranty.

15. Excavate around existing fiberglass surge tank approximately 3 feet around existing tank and remove tank and discard.

16. Remove all existing backer rod and caulk between the pools coping and deck from around the pool entire perimeter.

RESURFACING

1. Apply a premium-quality exposed aggregate pool finish, such as Diamond Brite® or Florida Stucco's Florida Gem®, or an approved equal of comparable quality, durability, and appearance, to all pool surfaces at a uniform thickness of 3/8 inch to 1/2 inch, in strict accordance with the manufacturer's written specifications. Substitutions shall be subject to approval and must provide equivalent performance, finish quality, and warranty.

2. All aggregate materials shall be mechanically mixed using approved mixing equipment.

All manufacturers’ application instructions must be followed.

3. The finish shall be applied using a plaster pump and troweled to achieve a uniform, smooth, and consistent surface.

4. Application of the exposed aggregate finish shall be completed continuously in a single operation. Partial applications or cold joints will not be permitted.

5. Contractor must utilize the recommended number of finishers as required by the manufacturer.

6. Expose the aggregate surface following manufacturer’s recommendation.

7. According to the manufacturer’s specifications, acid wash the entire exposed surface by hand to ensure a uniform finish. Replace any drain covers, grates, diffusers, hardware, etc., that were removed.

RESTORATION

1. Provide and install five (5) new 12-volt underwater LED pool light fixtures complete with 50-foot cords connected to the existing transformers.

One row of 6-inch × 6-inch glazed waterline tile beneath the gutter. Maintain the required slope in accordance with Florida Department of Health requirements.

6. Grout all new tile with color white grout.

7. Construct a new reinforced concrete surge tank complete with access lid, new gutter and main drain plunger valves, and an automatic water fill assembly connected to the existing water service.

8. Reconnect all existing piping to the new surge tank. Pressure test all new and reconnected piping prior to acceptance.

9. Install three (3) new four-inch-wide lane lines using slip-resistant cobalt blue or black tile in accordance with Florida Department of Health requirements.

10. Provide and install new white Cycolac or approved equal zero-depth entry gutter grates.

11. Provide and install two (2) new Virginia Graeme Baker Act (VGBA)-compliant main drain covers compatible with the existing drain sumps.

4. The Project Manager shall establish the official commencement date.

5. Normal working hours shall be Monday through Friday, 8:00 a.m. through 4:00 p.m., excluding City-observed holidays. Work performed outside these hours shall require prior written approval from the Project Manager.
