About this opportunity
The University of Texas Health Science Center at San Antonio (UTHSA) is seeking a vendor to provide comprehensive beverage vending machine services across approximately 22 separate sites, including its main campus, Multispecialty Research Hospital, and various satellite facilities throughout San Antonio. The Request for Proposal (RFP No. 745-26-P15) requires a contractor to supply, install, and maintain vending machines offering a wide range of beverages including carbonated and non-carbonated drinks, bottled water, sports and energy drinks, Starbucks products, and 100% juice options. Proposers must have a minimum of five years of experience in similar vending services and provide state-of-the-art coin and credit card-operated machines with coin changers, bill readers, and card payment capabilities. The evaluation criteria will assess cost of goods and services (40 points), quality of services (20 points), alignment with university needs (25 points), vendor reputation (5 points), past relationship with the university (5 points), and exceptions to terms and conditions (5 points). Proposals must be submitted electronically through the Euna e-Procurement portal by 3:00 PM Central Time on January 14, 2026, with a question deadline of January 7, 2026.
The procurement includes a mandatory Historically Underutilized Businesses (HUB) Subcontracting Plan, which is critical for proposal eligibility and will result in automatic disqualification if not correctly completed. The contract will run from the effective date to August 31, 2027, with potential extensions up to five additional years. Based on historical sales data, the previous two fiscal years generated combined revenue of $207,572.04, with annual sales ranging from approximately $98,445 to $109,127. UTHSA explicitly states that there is no guaranteed minimum or maximum volume of services or compensation. The successful vendor will be required to provide a performance bond of $50,000, maintain comprehensive insurance coverage including workers' compensation and various liability policies, and comply with multiple state and federal regulations. The contract includes provisions for the university to add or delete service locations and machine types during the term, subject to mutual written agreement.
