About this opportunity

Texas A&M University-Texarkana's Business Services Department has issued a Request for Proposal (RFP Number TAMUT-RFP-1662_112025) seeking qualified contractors to provide comprehensive beverage and snack vending services on campus. The procurement seeks one or more vendors capable of operating full vend beverage equipment, supplying bottled and packaged products, and managing snack vending operations. Proposing vendors must submit complete proposals by 11:30 PM Central Time on December 14, 2025, through a specified online portal, with a written question deadline of December 5, 2025, and answers to be posted by December 8, 2025. The contract term is ten years with an optional two-year renewal, contingent on mutual agreement. Contractors must assume full financial responsibility for all vending equipment, including supply, installation, servicing, and maintenance at no cost to the University, with equipment maintained in like-new condition and service/repair provided within 24 hours, seven days per week. Evaluation will be based on demonstrated competence, knowledge, qualifications, and reasonableness of proposed fees, with a preference for respondents with a Texas-based principal business or contract management office.

The RFP does not mandate a HUB (Historically Underutilized Business) Subcontracting Plan unless subcontractors are utilized. The current beverage agreement with Coca-Cola Southwest Beverages, LLC expires December 31, 2025, and the previous snack vending agreement was with Compass Group USA, Inc. Proposing vendors must provide proof of financial strength covering the last three years, identify at least four similar current clients, list any discontinued accounts from the past four years, and submit minimum insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), and Business Auto Liability ($1,000,000 single limit). The contractor is expected to develop an effective marketing initiative, support academic initiatives, provide credit card transaction readers compatible with mobile credentialing, and maintain a high-quality customer satisfaction policy. The University will provide space, electricity, and final approval on machine placement. The financial consideration structure may include a flat commission rate, sponsorship contributions, gift products for special events, and promotional items, with payments submitted no later than the fifteenth of each month for monthly commissions and annually for sponsorship considerations.
