About this opportunity

Montgomery Township is seeking sealed bids for the Bethlehem Pike (SR 0309) Emergency Pre-Emption Detection project, located in Montgomery County, Pennsylvania. The procurement involves the installation of optical emergency pre-emption equipment at six specific intersections along Bethlehem Pike and US Route 202. Key deliverables include implementing advanced traffic signal technology to enhance emergency vehicle response times and traffic management. Potential bidders must submit comprehensive proposals through the PennBid online platform, with all bid documents available at no cost via https://pennbid.bonfirehub.com. Critical procurement dates include a deadline for questions on Friday, October 10, 2025 at 10:00 A.M. local time, and the final bid submission deadline on Friday, October 17, 2025 at 10:00 A.M. local time. Bidders are required to submit a bid bond or certified check for at least 10% of their total bid amount, and no bid may be withdrawn for the period specified in the bid form after opening.

The procurement does not explicitly specify set-aside designations for disadvantaged business enterprises. Bidders must provide a Bidder Qualification Statement, Non-Collusion Affidavit, and Agreement of Surety Company as part of their submission. The successful contractor will be required to furnish Performance and Payment Bonds covering 100% of the contract amount, as well as a Maintenance Bond equal to 10% of the contract amount. While specific budget ranges are not detailed, the comprehensive documentation suggests a significant infrastructure investment in traffic signal modernization. The project requires contractors to have technical expertise in emergency pre-emption equipment installation and integration with existing transportation infrastructure. Montgomery Township reserves the right to waive immaterial defects, reject any or all bids, and eliminate specific bid items at their discretion.
