About this opportunity

Beaufort County is seeking qualified consultants through a Request for Qualification (RFQ #042925) for the Bermuda Bluff Park Improvements project, targeting vendors with expertise in site planning, civil planning, and construction oversight. The procurement focuses on design, permitting, and development of a 25-acre County-owned property located off Bermuda Bluff Road on St. Helena Island, with specific objectives including public access improvements, parking facilities, bank fishing areas, shoreline stabilization, and an earthen walking trail. Evaluation of proposals will be conducted using a points-based system across four criteria: experience and knowledge (25 points), local conditions understanding (25 points), design and analysis capabilities (25 points), and reference and effectiveness track record (25 points). The RFQ was released on March 25, 2025, with proposals due on April 29, 2025, at 3:00 pm EST. A non-mandatory virtual pre-proposal meeting is scheduled for April 1, 2025, at 2:00 pm EST, and interested vendors must email victoria.moyer@bcgov.net to receive the meeting invite. Proposals must be submitted electronically through the Procurement Portal, limited to a maximum of 15 double-sided pages excluding cover pages.

No specific set-aside designations or restrictions on responding organizations were explicitly mentioned in the documentation. The procurement appears open to consulting firms with demonstrated capabilities in park development and civil engineering. Funding for the project is contingent on appropriations from State, Federal, and Beaufort County sources, with the County reserving the right to reject any or all qualifications, negotiate with qualified firms, and cancel the solicitation if deemed in the best interest of the County. The contract may be terminated without penalty if sufficient funds are not allocated. While no specific budget range was provided, the comprehensive nature of the project—involving site planning, permitting, design, and construction oversight for a 25-acre property—suggests a potentially significant investment in park infrastructure development. The project aims to enhance public recreational access and environmental infrastructure on St. Helena Island, indicating potential municipal or parks and recreation funding sources typical of county-level infrastructure improvements.
