About this opportunity

Rockwood School District (R-VI), a Missouri K-12 school district serving approximately 19,000 students across 32 schools, is requesting proposals for benefit consulting services to evaluate employee benefit plan options and provide ongoing plan administration, with proposals due October 2, 2026 at 12:00 a.m. CST. Two mandatory compliance requirements apply: bidders must complete an E-Verify work authorization affidavit under Missouri law and, if the company has ten or more employees, execute a notarized affidavit certifying non-participation in boycotts of Israel under Missouri's Anti-Discrimination Against Israel Act.

The District's self-insured benefit plans currently cover medical, dental, pharmacy, vision, life insurance, long-term disability, flexible spending administration, and employee assistance programs serving 4,885 medical members with $37.2 million in annual gross medical and pharmacy claims and $2.1 million in dental claims (plan year ending October 31, 2025). The successful consultant will administer these plans for the five-year contract term January 1, 2027 through December 31, 2031.

Compensation is structured via a fee-for-service model to be submitted by the proposer, with Net 45 payment terms. The consultant must maintain general liability insurance of $1,000,000 and professional errors and omissions insurance of $1,000,000. Proposals are evaluated on pricing (25%), scope of services and strategy (25%), experience and qualifications (25%), consulting team (15%), and technology and reporting (10%). Finalist interviews are scheduled October 12–28, 2026; the Board of Education will make its award recommendation November 4, 2026, with anticipated approval November 19, 2026. All submissions are exclusively through the Rockwood School District Bonfire portal. Questions are due September 11, 2026. Addendum 1 was issued September 3, 2026 and clarifies submittal requirements, evaluation criteria, and insurance mandates; bidders must acknowledge receipt of all addenda with their proposals.
