About this opportunity

The Michigan Department of Natural Resources is requesting proposals for horticultural supplies to support Belle Isle State Park's grounds maintenance and beautification, with proposals due November 2, 2026 at 9:30 a.m. EST and bidder questions due October 23, 2026.

The scope includes compressed growing media (60 bales PROMIX BX AGTIV REACH and 120 bales Lambert LM-AP annually) and seasonal flowering plants (350 Poinsettias delivered by mid-November, 350 Easter Lilies by early April, 350 Hardy Mums by early September, and 200 Azaleas by mid-January). All items require transportation, assisted liftgate unloading, and delivery to Belle Isle State Park, 99 Pleasure Drive, Detroit, Michigan 48207 within five business days of order placement, Monday through Friday between 8:00 a.m. and 4:30 p.m. The contractor must provide specialized customer service availability between 7:30 a.m. and 5:30 p.m. EST on business days.

The contract term is three years beginning November 3, 2026, with renewal options for up to three additional one-year periods at the State's sole discretion. Pricing must be firm for 365 days; adjustments require written request supported by documented cost changes and are effective no earlier than the next pricing period. Bidders must submit separate one-year and three-year pricing in modifiable format (Microsoft Word or Excel). All transportation and liftgate costs are the contractor's responsibility with no additional charges to the State.

The contractor must maintain commercial general liability insurance of $1 million per occurrence, automobile liability of $1 million per accident (including hired and non-owned coverage), workers' compensation per applicable law, and employers' liability of $500,000 per accident. Liquidated damages of $50 per occurrence plus $25 per day apply for late or improper completion. Unacceptable items must be replaced within 72 hours at the contractor's expense. The State reserves consideration of qualified disabled veteran and service-disabled veteran-owned businesses. Evaluation is pass/fail; award goes to the responsive and responsible bidder with the lowest bid. State responses to questions will be posted by October 27. The Solicitation Manager is Amanda Pauly, (517) 388-9905, paulya3@michigan.gov.
