About this opportunity

The University of North Carolina System Office is seeking a contractor to conduct Behavioral Threat Assessment Team (BTAT) simulation exercises across its seventeen constituent institutions and the North Carolina Arboretum. The Request for Proposal (RFP #68-SOBTAT1124) requires the selected vendor to plan and perform comprehensive training exercises that focus on skill-building, competence development, and relationship-building among multi-disciplinary team members. Deliverables include 18 total simulation exercises (one per institution) following Homeland Security Exercise and Evaluation Program (HSEEP) guidelines, with requirements to conduct at least two planning meetings per campus, provide detailed bi-weekly progress reports, and deliver comprehensive after-action reports. The evaluation criteria are prioritized in descending order: 1) Vendor Technical Approach, 2) Vendor Qualifications and Experience, and 3) Pricing. Proposal submissions are due electronically by January 8, 2025, at noon EST, with written questions accepted until December 6, 2024. The contract term is three years with two optional one-year renewals, and the contractor must provide a dedicated project manager to coordinate the exercises.

The procurement promotes the state's Historically Underutilized Business (HUB) program, with a goal of 10% utilization of diverse firms as 1st or 2nd tier subcontractors. Vendors must be registered in North Carolina's Electronic Vendor Portal (eVP) to be eligible for consideration. The RFP does not specify a fixed budget envelope but requires vendors to provide per-exercise/constituent institution pricing. The number of participants will vary by campus based on their multi-disciplinary team composition, and external agency coordination is left to each institution's discretion. While no incumbent vendor is mentioned, the exercises will utilize a mix of campus-provided and contractor resources, adapting to each location's specific capacity and needs. The simulation scenarios will involve individuals working through potential crisis situations, with the primary objective of enhancing campus threat assessment and management capabilities. The procurement appears designed to be flexible and comprehensive, allowing for tailored approaches while maintaining consistent standards across the UNC System institutions.
