About this opportunity

Summit County, Utah is soliciting proposals from qualified architectural and engineering firms to provide planning, programming, design, and construction administration services for a Behavioral Health Unit within the Summit County Jail located in the Snyderville Basin, with proposals due October 6, 2026 at 5:00 p.m. MDT.

The scope encompasses evaluation of the existing jail facility, determination of optimal location and configuration for the behavioral health unit, assessment of boiler and HVAC systems, space planning for the County's Mobile Crisis Outreach Team, and comprehensive services from initial programming through final design, construction administration, commissioning, and project closeout. The preliminary concept contemplates approximately 800 square feet of improvements including two padded safety cells, four direct-observation behavioral health cells, a deputy monitoring station, and associated mechanical, electrical, plumbing, and security improvements; however, Summit County regards this as a starting point rather than a predetermined design solution. All personnel working on secure jail premises must successfully pass criminal background checks administered by the Summit County Sheriff's Office. The selected consultant will work collaboratively with a future Construction Manager/General Contractor to be procured separately through competitive solicitation.

Summit County has secured approximately $2.75 million in federal Community Project Funding through the U.S. Department of Justice, Bureau of Justice Assistance, Byrne Discretionary Community Project Grants Program to support this project. Contract commencement is November 9, 2026.

Evaluation criteria are organization and resources (25 percent), demonstrated project experience and approach (25 percent), project schedule (15 percent), costs (15 percent), integration of current best practices (10 percent), and selection committee discretion (10 percent). The consultant must enter into a written agreement with Summit County using the provided standard form and maintain comprehensive insurance coverage including workers' compensation, commercial general liability (minimum $1,000,000 per occurrence), commercial automobile liability, and professional liability coverage.

Questions are due September 21, 2026. Interviews are scheduled for October 23, 2026.
