About this opportunity
The Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), is issuing an Invitation to Negotiate (ITN) to procure a Managing Entity for behavioral health services in the Southern Region, specifically Miami-Dade and Monroe Counties. The selected organization will be responsible for planning, coordinating, and contracting for the delivery of comprehensive substance abuse and mental health services through a network of subcontracted service providers. Key objectives include developing and managing a provider network, conducting needs assessments, implementing quality assurance processes, and establishing a comprehensive behavioral health system of care. Evaluation criteria will include an executive overview, core team qualifications, development and planning functions, administration, monitoring capabilities, data collection and reporting, fiscal responsibility, and emergency preparedness. The procurement timeline includes several key dates: questions are due by March 27, 2024, with Department responses anticipated by April 10, 2024. Proposals are due by April 24, 2024, with a public reply opening on April 25, 2024. The anticipated contract award date is August 12, 2024, with a contract effective date of September 1, 2024, and an initial five-year contract term.
The solicitation requires the Managing Entity to be a not-for-profit, community-based organization with demonstrated competence in managing behavioral health services. Organizations must have a governing board meeting specific statutory requirements and achieve accreditation by the Council on Accreditation (COA) or the Commission on Accreditation of Rehabilitation Facilities (CARF) within three years of contract execution. The procurement encourages the utilization of certified minority business enterprises as subcontractors. While specific funding amounts are not explicitly stated, the contract will be funded through a combination of state funds, Federal Block Grants, and Federal Discretionary Project Grants, subject to annual legislative appropriation. Organizations are permitted to submit proposals that differ from the defined regional grouping, but must provide comprehensive justification for how alternative service configurations would benefit the state. The Notice of Intent to Award dated December 6, 2024, indicates that Thriving Mind has been selected as the Managing Entity for Miami-Dade and Monroe counties. Funding will be determined annually, with the Managing Entity expected to submit a detailed line-item budget based on available resources and service requirements.
