About this opportunity
The Florida Department of Children and Families (DCF), Office of Substance Abuse and Mental Health (SAMH), is conducting an Invitation to Negotiate (ITN) to procure a Managing Entity for behavioral health services in the Northeast Region, which encompasses 20 counties including Alachua. The selected organization will plan, coordinate, and contract for the delivery of substance abuse and mental health services through a comprehensive behavioral health system of care, utilizing subcontracted network service providers. Key objectives include improving access to care, promoting service continuity, purchasing services, and supporting efficient and effective service delivery. Evaluation criteria will assess nine areas: Executive Overview, Core Team Qualifications, Development and Planning, Administration, Monitoring, Data Collection and Analysis, Fiscal Responsibility, Emergency Preparedness, and Financial components, totaling 1,272 possible points. Critical procurement dates include a response due date of April 24, 2024, anticipated contract award posting on August 12, 2024, and an anticipated contract effective date of September 1, 2024. Mandatory qualifications require the vendor to be a not-for-profit, community-based organization with competence in managing behavioral health services, maintaining accreditation from the Council on Accreditation or Commission on Accreditation of Rehabilitation Facilities.
The solicitation allows organizations to submit proposals that differ from the defined 20-county regional grouping, provided they justify how the alternative approach serves the state's interests. No specific set-aside designations are mentioned for disadvantaged enterprises. The contract will be funded through a combination of state funds, Federal Block Grants, and Federal Discretionary Project Grants, all subject to annual legislative appropriation. While no specific incumbent is identified in the documents, the solicitation indicates that the Managing Entity must expand its provider network by 5% in the first year and 2% per year thereafter, increasing capacity and access to acute care services. Organizations must have a governing board meeting statutory requirements and demonstrate the ability to track costs, service utilization, quality of care, and client outcomes. The contract term is initially five years with potential renewal, though specific total contract value is not explicitly stated. The Managing Entity will be expected to serve uninsured and underinsured populations, coordinate with various stakeholders, and comply with complex federal and state behavioral health service requirements.
