About this opportunity

The Colorado Department of Corrections (CDOC) issued Invitation for Bid #7858 for the procurement of beef, poultry, and cheese products required for May 2017 delivery across six correctional facilities located in Canon City, Buena Vista, Arkansas Valley, Limon, Denver, and Sterling. The solicitation requests sealed bids for ground beef and beef patties, poultry items including ground turkey, breakfast sausage links, turkey ham, bologna, franks, roast, salami, and chicken patties, as well as three varieties of cheese (cheddar, American, and mozzarella). All meat and poultry products must be produced and processed in the United States and manufactured within six months of delivery, with strict compliance required to NAMP standards for beef products and specified composition restrictions including maximum water and fat content limits. Cheese products must meet defined block sizes, slice counts, and packaging configurations, with prohibitions on animal rennet in cheese items and certain additives in turkey products. All meat and dairy items must be fully frozen and delivered at or below 0 degrees Fahrenheit via refrigerated transport to designated facility locations. Sealed bids must be received by April 4, 2017, at 3:00 p.m. at the Canon City purchasing office, with envelopes clearly marked "CAA-17-IFB #7858" and signed by an authorized company representative. Samples of new items not previously approved must arrive at the CDOC Central Warehouse in Canon City prior to bid opening with complete ingredient sheets, nutritional values, and product identification documentation. The CDOC reserves the right to award items individually, reject any and all bids, and serve as the sole determiner of product acceptability.

Service-Disabled Veteran-Owned Small Businesses officially registered with the Center for Veteran Enterprise may claim a 3% preference on this bid. All bidders must include their Vendor Self Service number, Federal Identification Number, or Social Security Number with their company name and certify that prices have been established without collusion with other bidders. In cases of low tie bids, awards will be made in accordance with Colorado Revised Statutes 24-103-202.5. The state controller may withhold payments to offset unpaid debts including child support arrearages, unpaid taxes, student loans, unemployment compensation fund amounts, and other debts owed to state agencies as determined by final agency determination or court judgment. Unit pricing must be uniform across all six facilities on an F.O.B. basis to each respective delivery location, with bidders required to include brand names and product numbers for all proposed items along with both unit costs and total costs for each line item. The solicitation documents do not specify total contract award values or budget ranges for this procurement opportunity.
