About this opportunity

The Colorado Department of Corrections (CDOC), procuring on behalf of Colorado Correctional Industries (CCi), is requesting quotes for 50,000 yards of bed sheeting fabric for the Garment Factory at Limon Correctional Facility under RFQ 2027000006, with quotes due August 7, 2026 at 4:00 p.m. Mountain Standard Time and written inquiries due July 29, 2026 at 2:00 p.m. MST. This is a one-time purchase with no set-aside or preference program restriction.

The scope is 66-inch-wide beige bed sheeting fabric in T-180 thread count (50% polyester / 50% cotton blend) weighing 3.5 to 4.0 ounces per yard, colorfast to standard 4.0 rating capable of withstanding 180-degree commercial washing with less than 2% shrinkage. Fabric rolls must be 200 to 250 yards each, individually wrapped, palletized, and not exceed 150 pounds per roll. All bidders must submit at least one yard sample prior to solicitation closing, sent to Limon Correctional Facility Garment Factory; color is the sole specification subject to post-award matching, and samples failing to meet specifications result in disqualification. Delivery must occur within 60 days of order receipt, Monday through Thursday between 7:00 a.m. and 1:30 p.m., with advance scheduling required by contacting Albert Parmenter at 719-775-7672.

Pricing must be all-inclusive with no additional shipping, surcharges, or taxes, and costs remain firm for the purchase order duration. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price/cost as the primary consideration, along with sample quality and delivery lead time. All contractor personnel delivering goods must complete enhanced criminal background investigation, fingerprinting, and drug testing within 30 days of award notification. The anticipated notice of intent to award is August 10, 2026, with purchase order execution August 14, 2026.
