About this opportunity
Beaverton Urban Redevelopment Agency (BURA) is soliciting proposals for property management of the five ground-floor retail suites in the Beaverton Central District Parking Garage, with a mandatory pre-proposal meeting on November 12, 2026 at 10:00 a.m. at the property and electronic proposals due December 1, 2026 at 2:00 p.m. through the OpenGov portal. The solicitation has no set-aside. Proposals earn 12 of 100 points under the Beaverton Equity Procurement Program, including COBID certification, and BURA states an aspirational goal of 15 percent participation by State of Oregon COBID-certified firms in its overall contracting.
Scope covers lease administration, tenant customer service and communications, facility management and operations including janitorial and exterior maintenance, and financial services including invoicing, collection, budgeting, and true-ups. Contractors also provide monthly, quarterly, and annual reporting. Proposers must comply with Oregon Revised Statutes on public funds handling and demonstrate financial management capability. The sample personal services contract requires the contractor to remain COBID certified throughout the term. Attached forms require subconsultant disclosure and monthly subconsultant payment and utilization reporting, and the newest attachment is Addendum #1 Revision.
The RFP requires a price proposal but states no contract value. BURA encourages hourly rates or a rate sheet for additional services on an as-needed basis. The term runs March 15, 2027 through March 15, 2030, with renewal for up to additional one-year terms at BURA's option. The place of performance is the garage at 12695 SW Crescent Street in Beaverton, Oregon.
Evaluation totals 100 points: knowledge and experience (16), project approach and understanding (24), relevant experience (22), Beaverton Equity Procurement Program compliance including COBID certification (12), contract price (16), and additional services offerings (10). BURA may conduct interviews on December 15, 2026. The Contract Review Board is expected to award the contract on January 26, 2027, with services beginning March 15, 2027.
