About this opportunity

The State of Utah Division of Purchasing is soliciting quotes under RFQ BD27-122 for aerial seeding of 3,343 acres of private and Trust Land Administration (TLA) lands in Tooele County, with quotes due November 9, 2026. Wildlife Resources conducts the procurement, and all seeding must be completed by November 21, 2026. Award goes to the lowest-cost responsive and responsible vendor, and each vendor may submit only one primary bid, since multiple or alternate quotes will not be accepted.

The scope requires applying a seed mix of grasses, shrubs, and forbs at 12 pounds per acre on 1,956 acres of TLA lands (23,472 pounds) and 14 pounds per acre on 1,387 acres of private lands (19,418 pounds), for 42,890 pounds total. Bids are priced on a cost-per-acre basis. The contractor picks up pre-mixed seed in bulk totes from the Great Basin Research Center in Ephraim, Utah, Monday through Thursday during business hours, and supplies all equipment and personnel for loading and unloading. Aircraft must carry GPS to establish flight lines that ensure 100% coverage. Operations begin at 8:00 a.m. or later, and the State may postpone work if wind speeds exceed 10 miles per hour. Treatment sites sit between 5,700 and 6,700 feet elevation, approximately 10 air miles from Provo Municipal Airport, with suitable dirt-road landing areas within 2 miles. The project supports post-fire restoration in the Iron Fire burn area.

Vendors must certify compliance with Utah Code provisions prohibiting economic boycotts, including boycotts of the State of Israel, and must verify they do not provide forced-labor products or technology from restricted foreign entities. Pricing must be guaranteed for the solicitation period and is public information that cannot be designated confidential. Any price adjustment requires at least 30 days' notice, market documentation, and Director approval. Questions must be submitted through the Utah Procurement Portal (U3P) during the Q&A period, and any exceptions to the RFQ must be protested in writing before the closing date. No work may begin until a fully executed purchase order or contract is in hand.
