About this file
This is a Scope of Work document issued by the State of Utah Department of Natural Resources, Division of Wildlife Resources for Request for Quote BD27-122 concerning aerial seeding services on private and TLA (Trust Land Administration) lands in Tooele County, Utah. The project involves applying a seed mix of grasses, shrubs, and forbs across 3,343 total acres at varying application rates: 12 lbs/acre on 1,956 acres of TLA lands (totaling 23,472 lbs of seed) and 14 lbs/acre on 1,387 acres of private lands (totaling 19,418 lbs of seed), with a combined total weight of approximately 42,890 lbs. The project site is located at elevations between 5,700 and 6,700 feet, approximately 10 air miles from Provo Municipal Airport, with suitable dirt road landing areas within 2 miles. Seeding must be completed by November 21, 2026, with operations to begin at 8:00 a.m. or later to minimize wind-related seed drift. The Government reserves the right to postpone operations if wind speeds exceed 10 miles per hour. Aircraft must be equipped with GPS technology to establish flight lines ensuring 100% coverage.
Contractors must submit bids on a cost-per-acre rate basis and are responsible for picking up pre-mixed seed supplied in bulk totes from the Great Basin Research Center in Ephraim, Utah during regular business hours Monday through Thursday, as well as providing all necessary equipment and personnel for unloading and loading operations. The State will evaluate all quotes based on responsiveness and objective criteria as outlined in the RFQ, with only the lowest-cost responsive and responsible vendor being selected for contract award. Multiple or alternate quotes will not be accepted; if submitted, only the bidder's primary bid will be considered. Any exceptions to the RFQ specifications must be protested in writing to the Division of Purchasing prior to the closing date.
