About this opportunity

The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is soliciting bids under IFB BD27-121 for single-pass chaining on 4,477 acres of private and TLA lands in the Tintic Valley area of Tooele County, with bids due November 9, 2026. Participation is limited to prequalified contractors on the current Pre-approved/Pre-qualified Vendor list, and vendors not on that list may not submit.

The work is wildfire rehabilitation on the Cherry Fire site, about 7 miles west of Eureka, Utah. The contractor must furnish labor, equipment, supervision, transportation, operating supplies, and incidentals. Required equipment is two steel-tracked crawler tractors with a minimum of 200 drawbar horsepower each, skilled operators, and an arc/acetylene welder on site at all times. The State supplies at least one 240-foot anchor chain and replacement parts. Chaining is prohibited during snow, on frozen ground, when soil moisture exceeds 15 percent, on slopes above 35 percent, and in areas with large rock outcrops.

Bids are priced per acre, and the total is calculated by extending the rate across 4,477 acres. Bids must include mobilization and all operating costs, and fuel surcharges are prohibited. Vendors must guarantee pricing through project completion. Payment is a single lump sum after final inspection of completed acres. Minor change orders adjusting acreage by up to 10 percent proceed at the original bid price. Major change orders are negotiated, with liability capped at the per-acre bid price multiplied by 10 percent of untreated acreage. The State will make a single award to the lowest cost responsive and responsible vendor.

Work begins within 7 days of award and must be completed by December 18, 2026. A mandatory pre-work conference is held at the project site before work starts. No site visit is held before bidding, but bidders are strongly encouraged to inspect the site, and failure to do so is not grounds for a post-award claim. Responses are submitted electronically, and no changes are permitted after submission. Pricing is public unless a Claim of Business Confidentiality is filed with a redacted response. An award notice is not binding until a fully executed purchase order or contract is received.

Vendors on the Rangeland Pre-Qualification list must maintain an average performance score of at least 60 on a 100-point scale. Scores below that threshold remove the vendor from the list for that treatment category and all larger acreages in it, though removed vendors may still bid on open solicitations.
