About this opportunity

The State of Utah Division of Purchasing, on behalf of the Utah Division of Wildlife Resources, is soliciting bids under IFB BD27-119 for hauling 560 cubic yards of 2–4 foot diameter rock, with bids due October 29, 2026. The solicitation identifies no set-aside or preference provisions.

Rock must be angular or blocky igneous or metamorphic, with approximately 80 percent measuring 3–4 feet and approximately 20 percent measuring 2 feet in diameter. No rock smaller than 2 feet or larger than 4 feet is acceptable. Bids must cover all materials, equipment (including dump trucks and excavators), labor, hauling, and dumping as a single lump sum, and must specify the make, model, and size of each dump truck. The contractor owns quality control, load documentation, and corrective action, and UDWR personnel monitor load quantities and truck capacity during execution. The contractor must give the UDWR project manager at least two working days' notice before completion, and payment depends on UDWR approval. Subcontractors require prior written approval from the project manager, and certain subcontractors that previously declined or defaulted on the same project are ineligible. Vendors must certify compliance with anti-boycott, forced labor, and applicable technology security requirements, including FedRAMP or GovRAMP where applicable.

Place of performance is two dump sites off South Creek Forest Service Road 40008, nine miles southeast of Beaver in Beaver County, Utah. The solicitation lists Box Elder County as the jurisdiction. Work runs from award through February 25, 2027. No mandatory site visit will be held, though bidders are strongly encouraged to inspect the site independently. Questions must be submitted through the U3P platform to the designated procurement officer during the Q&A period.

Award goes to the lowest-cost responsive and responsible vendor, as a single contract. Vendors must hold pricing for the full contract term. Price adjustments require at least 30 days' notice, supporting market analysis, and approval by the Director of the Division of Purchasing. Standard terms are non-negotiable and must be accepted without modification. Pricing is public information and cannot be designated confidential, though other proprietary material may be protected through a Claim of Business Confidentiality form.
